Runcorn Spur Pipeline

Liverpool Bay CCS Limited is consulting on the Runcorn Carbon Dioxide Spur Pipeline Proposed Development. The spur would connect to the HyNet Carbon Dioxide Pipeline, a Nationally Significant Infrastructure Project being developed by LBCCS, which was granted a Development Consent Order by the Secretary of State for Energy Security and Net Zero in March 2024. ​The objectives of HyNet are to reduce carbon dioxide (CO₂) emissions from industry and to support economic growth in the north west of England and north Wales.

A number of in-person consultation events will be held until the consultation closes on 10th April, including: Wednesday 2nd April between 3pm and 7pm at Helsby Community Sports Club.

Online webinars will also be held on 18th March (6.30pm) and 4th April (12.30pm).

Devolution

Cheshire and Warrington Devolution Consultation

The government is currently consulting those who live and work across Cheshire and Warrington on setting up a Mayoral Combined Authority for the local government areas of Cheshire East Council, Cheshire West and Chester Council, and Warrington Borough Council. The consultation includes questions on the proposed geography and how the Combined Authority will make decisions, together with questions on the effects of working across this geography through a Mayoral Combined Authority. Further information can be found on the government’s website.

The easiest way to respond to the consultation is by completing the online survey.

The consultation closes on 13 April.

Protos (west Agi)

Protos (West AGI) Carbon Dioxide Spur Pipeline

Liverpool Bay CCS Limited, a member of the Eni SpA group, is bringing forward plans for the Protos Carbon Dioxide Spur Pipeline (West AGI) Proposed Development.

The Proposed Development is for the construction of a new Carbon Dioxide Spur Pipeline and an Above-Ground Installation (AGI). It would allow carbon dioxide to be safely transported between Protos Resource Recovery Park and carbon dioxide storage facilities in Liverpool Bay. This would help to reduce carbon dioxide emissions from being released into the atmosphere from local industry. It will also support economic growth in the north west of England and north Wales.

Liverpool Bay CCS is preparing a planning application through the Town and Country Planning Act 1990 (as amended) to Cheshire West and Chester Council, which it intends to submit in spring 2025.

This new application is being developed as an alternative to a previous similar application that was recommended for approval in September 2024 (Reference 24/00777/ FUL). The new application will propose that the location of the AGI is within Protos Resources Recovery Park, rather than on greenfield land set back from Marsh Lane. Moving the AGI will reduce the Proposed Development’s impact on the environment and local community.

Poster For Gp Survey West

Share your experiences on GP access

Residents across Cheshire and Merseyside are being urged to make their voices heard and help shape the future of local GP and health services by taking part in a survey launched by Healthwatch.

Plans to improve patient access to primary care services were launched in spring 2024. Healthwatch want to see what change, if any, people have noticed since then in their experience of GP services.

The survey, open to all residents, will allow individuals to share their personal experiences of using or attempting to use, GP services in the past 12 months.

The information gathered will be used to identify gaps in services, highlight areas of improvement, and provide recommendations directly to service commissioners.

The survey will remain open over winter. The results and recommendations will be published on local Healthwatch websites and shared with the Cheshire & Merseyside Integrated Care Board and local partners of Healthwatch Cheshire West.
